In the past 2010, gei has made great progress in the concept of seeing problems, the concept of project design, the ability of researching problems, and the method of project implementation. Gei clearly outlines its own work logic, steps and methods, that is, to study problems, put forward "solutions", demonstrate and finally implement market mechanism or influence government policies to expand the effect. As a local NGO in China, gei is gaining recognition from all walks of life with its unique and steady development. "Rural energy" project is a typical project that uses and embodies gei's working style. Starting from the initial investigation on the energy consumption of rural production and living in China, we analyze and study the consumption trend of rural energy in China up to 2020, its impact on climate change, investigate, test and recommend the technologies available to farmers, demonstrate and promote these technologies, and comprehensively use the combination of government policies and market mechanisms to solve the problems step by step Design objectives. In the past year, the "energy and climate change" project has completed a high-level dialogue on climate change between China and the United States, actively participated in the United Nations climate conference in Cancun, held a side meeting approved by it, introduced the concept of cooperation between China and the United States, and was recognized by both sides. It has started active and arduous work in the research of low-carbon planning methodology. The "Agreement Protection" mechanism introduced and localized by gei, as a tool to solve the conflict between conservation and development in nature reserves, is being recognized by the national forestry system. The concept of "Agreement Protection" will be promoted at the national level in the new year. The concept of "third party" assessment policy has also been proposed. China's overseas investment environment research projects are constantly expanding, attracting more attention of institutions. The project is carried out simultaneously from three aspects: the policy of the Chinese government, the policy of Chinese overseas investment enterprises and the policy of the host government. In the past year, we have completed the draft environmental behavior guidelines for Chinese overseas enterprises issued by the Chinese government; held a symposium on Chinese overseas enterprises in Laos to introduce China's environmental policies, help Chinese overseas enterprises establish environmental community management departments in terms of organizational structure, carry out ecological protection planning and livelihood development activities in the communities where the project is located; and promote the host countries Establish environmental policies and mechanisms, and hold many meetings on environmental policies. In the past year, we have successfully completed the "low carbon" development training of Shanghai Pudong Cadre Management College, introducing the concept, methods and tools of "low carbon" to the leaders of the government who do development work, hoping that they can consider the environment and "low carbon" sustainable development while considering development, and can find the application methods and tools. The "environmental entrepreneurship training" project provides a platform for more young people to build their capacity, and has been actively participated by the majority of young entrepreneurs, and has achieved a good result with the employment rate of participants as high as 26%. 在過去的 2010 年里，GEI 無論是在看問題的觀念上、項(xiàng)目設(shè)計(jì)的理念上、研究問題的能力上，還是在項(xiàng) 目實(shí)施方法上都有了很大的進(jìn)步。GEI 更清楚地勾畫出自己的工作邏輯、步驟和方法，即研究問題，提出“解 決方案”，示范，最終落實(shí)到利用市場機(jī)制或者影響政府政策上，以擴(kuò)大效應(yīng)。作為中國本土 NGO，GEI 正在 以它獨(dú)特的、穩(wěn)步的發(fā)展得到社會各界的認(rèn)可。 “農(nóng)村能源”項(xiàng)目是一個比較典型的、使用和體現(xiàn) GEI 工作方式的項(xiàng)目。從最初的中國農(nóng)村生產(chǎn)、生活消 費(fèi)用能狀況的調(diào)查開始，我們分析、研究中國農(nóng)村能源到 2020 年的消費(fèi)趨勢，其對氣候變化的影響，調(diào)查、測試、 推薦農(nóng)民可采用的技術(shù)，并示范、推廣這些技術(shù)，綜合利用政府政策和市場機(jī)制結(jié)合的方式，一步步地達(dá)到解 決問題的設(shè)計(jì)目標(biāo)。 “能源與氣候變化”項(xiàng)目，在過去的一年里，完成了中美氣候變化高層對話，積極參與了聯(lián)合國坎昆氣候 會議，并舉辦了由其批準(zhǔn)的邊會，推出了中美省州合作的概念，并得到中美雙方的認(rèn)可，在編制低碳規(guī)劃方法 學(xué)的研究上開始了積極又艱苦的工作。 由 GEI 引進(jìn)并本土化的“協(xié)議保護(hù)”機(jī)制作為自然保護(hù)區(qū)解決保護(hù)與發(fā)展沖突的一種工具，正在被國家 林業(yè)系統(tǒng)認(rèn)可?！皡f(xié)議保護(hù)”的概念在新的一年里將會得到國家層面的推廣?！暗谌健痹u估政策的概念也被提出。 中國海外投資環(huán)境問題研究的項(xiàng)目正在不斷地?cái)U(kuò)大，引起更多的機(jī)構(gòu)關(guān)注。項(xiàng)目從中國政府政策、中國海 外投資企業(yè)和所在國政府政策三個方面同時進(jìn)行。在過去的一年，我們完成了中國政府對中國海外企業(yè)的環(huán)境 行為指南的草稿 ；在老撾召開中國海外企業(yè)的座談會，介紹中國的環(huán)境政策，幫助中國海外企業(yè)在組織結(jié)構(gòu)上 建立環(huán)境社區(qū)管理部門，開展項(xiàng)目所在地社區(qū)的生態(tài)保護(hù)規(guī)劃和生計(jì)發(fā)展活動 ；還推動所在國建立環(huán)境政策和 機(jī)制，多次舉行有關(guān)環(huán)境政策的會議。 過去的一年里，我們成功完成了上海浦東干部管理學(xué)院的“低碳”發(fā)展培訓(xùn)，把“低碳”的概念、方法和 工具介紹到政府做發(fā)展工作的領(lǐng)導(dǎo)者中，希望他們在考慮發(fā)展的同時也能考慮到環(huán)境和“低碳”可持續(xù)的發(fā)展， 并且可以找到應(yīng)用的方法和工具?！碍h(huán)境創(chuàng)業(yè)培訓(xùn)”項(xiàng)目則為更多的年輕人提供了一個能力建設(shè)的平臺，得到 了廣大年輕創(chuàng)業(yè)者的積極參與，并取得了參與者就業(yè)率高達(dá) 26% 的好成績。 新的一年已經(jīng)來臨，我衷心感謝關(guān)注和支持 GEI 的人們！請保持你們的關(guān)注和支持吧，GEI 會用加倍的 努力做好工作，不辱使命，為解決更多的問題，提出更多、更好的方案！
