在我們作為一個中國環(huán)境非政府組織的第十個年頭里,GEI再次在一系列領(lǐng)域努力工作,以在2013年取得重大成果。通過我們的能源和氣候變化項目,我們繼續(xù)關(guān)注中美合作與對話,積極推動世界兩大溫室氣體排放國的合作與交流。與美國氣候戰(zhàn)略中心和中國科學院政策與管理研究所合作,全球環(huán)境影響研究所調(diào)整了美國國家氣候變化行動計劃中使用的微觀和宏觀經(jīng)濟模型中的溫室氣體清單和方法,中國低碳政策評估工具。該工具包將允許用戶計算省、市兩級的能源消耗和碳排放量,并對低碳政策進行成本效益分析,以確定經(jīng)濟影響。工具箱的輸出可以直觀地呈現(xiàn),為決策者提供戰(zhàn)略決策提供直接參考和基礎(chǔ)。在調(diào)整美國方法在中國使用的整個過程中,我們得到了國家發(fā)展和改革委員會氣候變化司的支持,以及國家氣候變化戰(zhàn)略和國際合作中心的技術(shù)認可。GEI的項目組已經(jīng)開始為政府官員設(shè)計能力建設(shè)培訓軟件,以便通過使工具包更易于使用和理解,促進和擴大工具包的使用和應(yīng)用。在生物多樣性保護領(lǐng)域,我們繼續(xù)擴大社區(qū)驅(qū)動的保護特許權(quán)協(xié)議(CCCA)機制的規(guī)模。通過發(fā)表研究報告、提出政策建議、參加會議等渠道,繼續(xù)努力提高其在中央領(lǐng)導和政府部門等多個層面的影響力,通過對地方政府和民間社會組織的影響力。我們還擴大了這一領(lǐng)域的工作范圍,包括草原和森林,并成功地復制了寧夏云霧山自然保護區(qū)的CCA機制。展望未來,我們正在開發(fā)基于Android手機的生態(tài)巡更監(jiān)控軟件,并將在多年生物多樣性保護研究和實際實施工作的基礎(chǔ)上,大膽提出生態(tài)治理改革思路。作為我們投資、貿(mào)易和環(huán)境計劃的一部分,我們積極參與海外政策研究,并成功推動中國商務(wù)部和環(huán)境保護部發(fā)布了《外商投資與合作環(huán)境保護指南》。在緬甸,我們與佛蒙特法學院合作,為40名政府官員提供環(huán)境影響評估培訓。9月,全球環(huán)境倡議舉辦了兩次講習班,來自緬甸政府、非政府組織、企業(yè)和農(nóng)村農(nóng)民的代表參加了講習班。第一期“可再生能源技術(shù)與碳金融”研討會在緬甸仰光舉行,第二期“探索水稻種植可持續(xù)方法和價值鏈發(fā)展”研討會在中國杭州舉行。蓋伊正在開辟自己的“走出去”道路,以積極影響中國海外投資的方式,改善中國的形象。在這樣做的同時,我們也希望為中國支持其非政府組織不僅在國內(nèi)繼續(xù)積極工作,而且積累在海外工作的經(jīng)驗奠定基礎(chǔ)。2013年,我們還出版了《中國走向全球的環(huán)境和社會挑戰(zhàn)》,得到了國內(nèi)外的積極評價。這本書概述了從中國的全球戰(zhàn)略中吸取的教訓,討論了如何整合可持續(xù)性原則,并就此提出了政策建議。2014年即將來臨,帶來了更大的挑戰(zhàn)和機遇。我謹代表GEI全體員工,衷心感謝各位朋友對我們工作的持續(xù)支持。特別是國家發(fā)改委、農(nóng)業(yè)部、聯(lián)合國開發(fā)計劃署、藍月亮基金、洛克菲勒兄弟基金和福特基金會,他們在2013年支持我們實現(xiàn)我們的愿景。我們希望將來有機會與更多的組織和個人合作,實現(xiàn)我們可持續(xù)發(fā)展的共同目標!
In our tenth year as a Chinese environmental NGO, GEI has once again worked diligently across a range of areas to achieve significant results in 2013. Through our Energy and Climate Change program we have continued to maintain focus on China-US cooperation and dialogue, actively facilitating collaboration and exchanges between the world’s two largest emitters of greenhouse gases. In partnership with the USbased Center for Climate Strategies and the Institute of Policy and Management at the Chinese Academy of Sciences, GEI has adapted the greenhouse gas inventory and methodologies from micro- and macroeconomic models used in US State Climate Change Action Plans, into a Low Carbon Policy Evaluation Toolkit for use in China. The toolkit will allow users to calculate energy consumption and carbon emissions at the provincial and city level, as well as conduct cost-benefit analysis of low carbon policies to determine the economic impacts. The outputs from the toolkit can be presented visually to provide a direct reference and foundation for policymakers from which to make strategic decisions. Throughout the process of adapting the American methodologies for use in China we have received support from the National Development and Reform Commission’s Department of Climate Change, and technical recognition from the National Center for Climate Change Strategy and International Cooperation. GEI’s project team has already begun to design capacity building training software for government officials, in order to promote and extend the use and application of the toolkit by making it more user-friendly and easier to understand. In the area of Biodiversity Conservation we have continued to scaleup the Community-driven Conservation Concession Agreement (CCCA) mechanism. Through publishing research, making policy suggestions, participating in conferences and other channels, we will continue to work to increase its influence at many levels including central leadership and government departments, through to local governments and civil society organizations. We have also expanded our scope of work in this area to include grasslands as well as forests, and have successfully replicated use of the CCCA mechanism at the Yunwu Mountain Nature Reserve in Ningxia. Looking forward, we are in the process of developing Ecological Patrol Monitoring Software for use on Android-based mobile phones, and based on years of research and practical implementation work on biodiversity conservation GEI will boldly put forward ideas for ecological governance reform. As part of our Investment, Trade and the Environment program, we have proactively engaged in overseas policy research and successfully pushed for the Chinese Ministry of Commerce and Ministry of Environmental Protection to issue the ‘Guidelines for Environmental Protection in Foreign Investment and Cooperation’. In Myanmar we have cooperated with Vermont Law School to provide Environmental Impact Assessment training for 40 government officials. In September, GEI conducted two workshops involving representatives from the government, NGOs, businesses and rural farmers from Myanmar. The first workshop on ‘Renewable Energy Technology and Carbon Finance’ was held in Yangon, Myanmar, while the second on ‘Exploring Sustainable Methods of Rice Cultivation and Value Chain Development’ took place in Hangzhou, China. GEI is carving its own “Going Global” path in order to positively influence the manner of China’s overseas investments and improve the country’s image. In doing so, we also hope to establish a basis for China to support its NGOs to not only continue their positive work domestically, but also to accumulate experience working overseas. In 2013 we also published ‘Environmental and Social Challenges of China’s Going Global’, which has received positive reviews from within China and abroad. The book provides an overview of the lessons learned from China’s Going Global Strategy, discusses how to integrate principles of sustainability and makes policy recommendations to this effect. 2014 is now upon us, bringing with it even greater challenges and opportunities. On behalf of all the staff at GEI, I would like to sincerely thank all our friends for your continuing support of our work. In particular the National Development and Reform Commission, Ministry of Agriculture, United Nations Development Programme, the Blue Moon Fund, the Rockefeller Brothers Fund and the Ford Foundation, who supported us in 2013 to achieve our vision.
