2005 was a year of significant progress for GEI. We have more clearly defined the methods of using market mechanism to solve environmental problems and carried out various demonstration projects throughout the country, gradually achieving substantial results. In terms of energy efficiency and climate warming, we have begun to use carbon trading for financing, and adopt waste heat power generation technology to improve energy efficiency and reduce carbon dioxide emissions in China's cement industry. We have completed the comprehensive research, analysis and commercial feasibility study of developing biodiesel in China. We have cooperated with the American energy foundation to complete the design of Urban BRT, and achieved the success of the first line trial operation in Beijing. These projects have taken a promising first step for gei to solve environmental problems, cope with global climate change, improve energy efficiency and reduce carbon dioxide emissions, and solve investment and financing problems. In terms of biodiversity protection, we are committed to research and introduce some new protection concepts and mechanisms from abroad, cooperate with China's forestry sector, including government, scientific research, enterprises, and foreign institutions to conduct grass-roots research, write policy proposals and design demonstration projects, and promote the establishment of forest agreement protection mechanism and clean development mechanism. These efforts will enable community residents to master more survival skills, improve their living income and have awareness and knowledge of environmental protection, so that the conflict between biodiversity protection and community livelihood can be alleviated and resolved. In terms of rural sustainable development, our demonstration projects in Yunnan and Guangxi have been further developed. Our multi-faceted development model of sustainable energy, organic agriculture and eco-tourism has been recognized by the farmers. The farmers' income has been greatly improved and win-win environmental and economic benefits have been achieved. We also extended the feasibility study to Tibet and Sri Lanka. These projects have introduced fundamental changes in the organization of economic activities in rural areas, and achieved gei's goal of sustainable but ecological development in rural areas. In the capacity-building plan, we are committed to providing training for national and local policy makers, non-governmental organizations and journalists, including in the concept and mechanism of sustainable development. We are also involved in training in the new EIA law and public hearings. At the same time, we cooperate with international organizations to publish publications and provide assistance in the study of environmental issues in China. While continuing to do these projects well, the new project in 2006 will focus on improving China's ability to use the clean development mechanism in industry, better standardizing forestry enterprises and implementing the agreement protection mechanism, so as to make community level protection possible and attractive in economic benefits. 2005年是GEI取得重大進展的一年。我們更清楚地確定了利用市場機制來解決環(huán)境問題的方法并且在全國開展了各種示范項目，逐步獲得實質(zhì)性的效果。在能源能效和氣候變暖方面，我們已經(jīng)開始利用碳交易進行融資，采用余熱發(fā)電技術(shù)在中國水泥行業(yè)開始提高能效、減少二氧化碳排放的改造。我們完成了在中國發(fā)展生物柴油的綜合調(diào)研、分析以及商業(yè)可行性研究。我們與美國能源基金會合作完成了有關(guān)城市快速公交的設(shè)計，并在北京取得了第一條線路試運行的成功。這些項目為GEI以市場為導(dǎo)向解決環(huán)境問題、應(yīng)對全球氣候變化、提高能效減少二氧化碳排放、以及如何解決投、融資等方面的問題走出了可喜的第一步。在生物多樣性保護方面，我們致力于研究和引進國外一些新的保護概念和機制，與中國的林業(yè)部門包括政府、科研、企業(yè)，和國外機構(gòu)一起合作，進行基層調(diào)研、撰寫政策建議書和設(shè)計示范項目，推動森林協(xié)議保護機制和清潔發(fā)展機制的建立。這些努力將使社區(qū)居民掌握更多的生存技能、提高生活收入的同時具備保護環(huán)境的意識和知識，使生物多樣性保護與社區(qū)生計的沖突得到緩解和解決。在農(nóng)村可持續(xù)發(fā)展方面，我們在云南和廣西的示范項目得到進一步的發(fā)展。我們的多方位的可持續(xù)能源、有機農(nóng)業(yè)和生態(tài)旅游的發(fā)展模式，得到農(nóng)民的認(rèn)可，農(nóng)民的收益得到了大幅度的提高，取得了環(huán)境和經(jīng)濟效益雙贏。我們還把可行性研究擴展到了西藏和斯里蘭卡。這些項目在農(nóng)村地區(qū)的經(jīng)濟活動中引入了組織機構(gòu)方面的根本改變，并實現(xiàn)了 GEI在農(nóng)村發(fā)展方面可持續(xù)但不破壞生態(tài)的目標(biāo)。在能力建設(shè)計劃中，我們致力于對國家和地方?jīng)Q策者、非政府組織和記者提供包括在可持續(xù)發(fā)展概念、機制方面的培訓(xùn)。我們也參與新的環(huán)境影響評估法和公眾聽證方面的培訓(xùn)。同時，我們與國際組織合作出版刊物，并對中國環(huán)境問題的研究提供協(xié)助。在繼續(xù)做好以上這些項目的同時，2006年的新項目將致力于改進中國在工業(yè)中利用清潔發(fā)展機制的能力，更好地規(guī)范林業(yè)企業(yè)以及實施協(xié)議保護機制，以使社區(qū)層面的保護成為可能，并在經(jīng)濟效益上具有吸引力。感謝所有支持我們工作的捐助者！在你們的幫助下，我們的努力將使我們更接近我們的理想：一個社會、環(huán)境和經(jīng)濟效益聯(lián)系起來、工業(yè)是負(fù)責(zé)任的和清潔的、農(nóng)村相對繁榮的公平的世界。
