Tens of thousands of islands are like pearls dotted with the vast ocean. The island and its surrounding waters are the space for animals and plants such as black faced Spoonbill and Putuo hornbeam to inhabit, grow and breed. They are the basis for the development of typical marine ecosystems such as mangrove, coral reef and seaweed (algal) bed. They are ideal places for migration, spawning, overwintering and baiting of marine fish. They are also rich in resources such as ports, tourism and marine energy. They are also the homes for island people's production and life 。 In the new era, the CPC Central Committee and the State Council have made a major strategic plan for the construction of ecological civilization, which has been incorporated into the overall layout of the cause of socialism with Chinese characteristics, as well as into all aspects and the whole process of economic, political, cultural and social construction. The 13th five year plan for national economic and social development clearly proposes the implementation of ecological island reef project.
