2015 has passed quickly. Looking back on our hard and hard work in the past year, the harvest is even more colorful and heavy.In this year, we have gained: China's investment in non forestry land use industry in four African countries (Mozambique, Congo (DRC), Cameroon and Uganda).And its impact on forests, China's "going out" series of observation reports Laos, Cambodia, Vietnam and Myanmar. The report describes the sea of China.Foreign investment policy, investment in hydropower, mining, agriculture, infrastructure, etc. and its impact on forests and environment; worked with partners to develop China.The training materials for overseas enterprises organized two trainings for nearly 100 enterprises in Beijing and Yunnan, completed the first draft of Myanmar manual for China's overseas timber trade, and promoted.After many exchanges and cooperation between the Chinese and Burmese governments, we have taken the first step in building a regional platform!What we have learned: since 2008, gei has promoted the "two track dialogue" on climate change between senior Chinese and US government officials and experts (i.e., "informal dialogue on climate change").In 2015, the two governments strengthened exchanges, mutual trust and cooperation on climate issues, and achieved leadership results in the formulation of the 2015 Paris climate agreement .Highlight.The application and promotion of low-carbon policy quantitative tools have been further expanded. Tianjin, Shanxi, Guangdong, Shanghai, Dalian, Shaanxi, Qingdao.Nearly 150 technical experts from 9 regions, including hai province and Gansu Province, participated in the "low carbon planning preparation method training course"; the "green" jointly developed with Tianjin Administration College.The course of "color traffic policy analysis" is used in nearly 10 shifts of civil servants, and about 600 civil servants have received training; based on Chongqing and Guangdong, it is combined with Shanxi Province.Many scientific research institutions, such as Hunan Province, Gansu Province and so on, have signed the memorandum of cooperation on low carbon planning and low carbon policy analysis, and the greenhouse gas under development.The software of emission inventory and prediction tool obtained the software copyright certificate of construction and transportation departments.Based on the promotion of "firewood saving stove carbon project" and Myanmar community forestry protection demonstration project in Shanxi Province, the government of China and Myanmar successfully promoted the "south south climate change".Signing of the US $3.3 million cooperation agreement on chemical material assistance.We have gained: the achievements of the "Agreement Protection" mechanism continue to expand. Community development in Tibetan, Hui and Mongolian minority communities in Qinghai and Ningxia.Three times of training on ecological protection technology and livelihood of agriculture and animal husbandry were held, three community funds were established, and four cooperatives (including a Tibetan women's cooperation) were supported.15 Tibetan herdsmen have become eco-tourism service demonstration households, 62 herdsmen have planted 500 mu of flax and red plum apricot,andHaisanjiangyuan, Ningxia and Inner Mongolia increased more than 8400 hectares of community agreement protected land and desertification control land, making the national agreement protected land affected by gei project reach.Nearly 30000 hectares, more than 300 farmers and herdsmen directly participate in the training, including about 120 women and disabled people, affecting more than 25000 residents in the community.

The Sanjiangyuan project expanded from 2 communities to 11 communities, initially forming a community network.

We have completed the research on the efficiency of using the grant funds for grassland ecological protection in China, the research on the management mode of Sanjiangyuan ecological friendly grassland and the replacement of herdsmen's livelihood.Research on four research reports, including three studies, comparative study of China and the United States national parks, and community honey business plan, to form policy recommendations and submit them to the Ministry of agriculture and the Ministry of youth.Government management and decision-making bodies such as the Department of marine forestry and the nature reserve; held the meeting on agreement protection, agriculture and animal husbandry livelihood, ecological compensation and national park system, etc.There were 6 flow seminars, involving more than 240 experts, scholars, NGOs and community residents.In addition, we also have a series of new changes! For example, we moved to a more spacious and bright new office, and five new employees joined GEI,We try new publicity methods, such as the online annual report you see now. There is more cooperation among gei projects, which is of course the most exciting.It is also the result of each project team.The fruitful results bring us new thinking. We began to plan and design the implementation strategy of gei in the next 3-5 years, and put forward suggestions for China's industrial transformation and Chinese production.In the process of "going out", the central and Western vulnerable areas and China's "one belt and one way" National Biodiversity area are concerned about the expansion and area of the community network.With the establishment of bilateral and multilateral platforms, gei will continue to expand its achievements and influence on networks and other platforms.Thank you for your sincere guidance, support and help to our partners and friends. 2015 年飛快地過去了，回顧一年來我們艱苦、辛勤的努力，收獲更顯得五彩繽紛、沉甸甸的。 這一年，我們收獲了：《中國在非洲四國（莫桑比克、剛果（金）、喀麥隆、烏干達(dá)）非林業(yè)土地利用行業(yè)投資 及對森林的影響》研究報告，中國“走出去”系列觀察報告—老撾、柬埔寨、越南和緬甸。研究報告描述了中國海 外投資的政策、在水電、礦業(yè)、農(nóng)業(yè)、基礎(chǔ)建設(shè)等的投資狀況及對森林、環(huán)境的影響；與合作伙伴一起編制了中國 海外企業(yè)的培訓(xùn)教材，組織了北京、云南兩次近 100 家企業(yè)的培訓(xùn)；完成了中國海外木材貿(mào)易緬甸手冊初稿，促成 了中緬政府之間的多次交流與合作，我們走出了搭建區(qū)域平臺的第一步！ 我們收獲了：自 2008 年以來，GEI 推動中美政府高層及專家關(guān)于氣候變化的“二軌對話”（即“非正式對 話”），增強(qiáng)了兩國政府間在氣候議題上的交流、互信與合作，在 2015 年《巴黎氣候協(xié)議》制定中中美領(lǐng)導(dǎo)力成效 凸顯。 低碳政策量化工具的應(yīng)用與推廣得到了進(jìn)一步的拓展。天津、山西省、廣東省、上海市、大連市、陜西省、青 海省、甘肅省等 9 個地區(qū)近 150 名技術(shù)專家參加了“低碳規(guī)劃編制方法培訓(xùn)班”；與天津行政學(xué)院合作開發(fā)的“綠 色交通政策分析”課程在近 10 個公務(wù)員班次上使用，約 600 名公務(wù)員接受了培訓(xùn)；在重慶和廣東的基礎(chǔ)上，與山西 省、湖南省、甘肅省等多家科研機(jī)構(gòu)簽訂了低碳規(guī)劃編制與低碳政策分析《合作備忘錄》；正在開發(fā)的《溫室氣體 排放清單與預(yù)測工具》軟件獲得建筑和交通兩個部門的《軟件著作權(quán)證書》。 在山西推廣“節(jié)柴爐灶碳項目”和緬甸社區(qū)林業(yè)保護(hù)示范項目的基礎(chǔ)上，成功促成中緬政府關(guān)于“南南氣候變 化物資援助”330 萬美元合作協(xié)議的簽署。 我們收獲了：“協(xié)議保護(hù)”機(jī)制成果繼續(xù)擴(kuò)大展開。在青海和寧夏藏族、回族和蒙古族等少數(shù)民族社區(qū)開展社 區(qū)生態(tài)保護(hù)技術(shù)培訓(xùn)和農(nóng)牧業(yè)生計培訓(xùn) 3 次，成立了 3 個社區(qū)基金，支持了 4 個合作社（包括一個藏族婦女合作 社）的手工藝和牧業(yè)養(yǎng)殖發(fā)展，15 戶藏族牧民成為生態(tài)旅游服務(wù)示范戶，62 戶牧民種植胡麻和紅梅杏 500 畝；在青 海三江源和寧夏、內(nèi)蒙古增加社區(qū)協(xié)議保護(hù)地和沙化治理地 8400 多公頃，使 GEI 項目影響的全國協(xié)議保護(hù)地達(dá)到 近 30,000 公頃，直接參與培訓(xùn)的農(nóng)牧民 300 多人，其中婦女和殘疾人參與的人數(shù)約 120 多人，影響社區(qū) 25,000 多居 民；三江源項目從開始的 2 個社區(qū)擴(kuò)展行到 11 個社區(qū)，初步形成社區(qū)網(wǎng)絡(luò)。 完成了《中國草原生態(tài)保護(hù)補(bǔ)助獎勵資金使用效率研究》、《三江源生態(tài)友好型草原經(jīng)營模式及牧民代替生計研 究三個研究》、《中美國家公園對比研究》、《社區(qū)蜂蜜商業(yè)計劃書》等 4 個研究報告，形成政策建議提交農(nóng)業(yè)部、青 海林業(yè)廳和自然保護(hù)區(qū)等政府管理和決策機(jī)構(gòu)；舉辦關(guān)于協(xié)議保護(hù)、農(nóng)牧民生計、生態(tài)補(bǔ)償及國家公園體制等的交 流研討會 6 次，參與的專家學(xué)者、NGO、社區(qū)居民共 240 多人。 此外，我們自己也有了一系列新的變化！比如，我們搬到了更寬敞明亮的新辦公室，5 名新員工加入了 GEI， 我們嘗試新的宣傳方法，例如現(xiàn)在您看到的這個在線的年報，GEI 各項目之間有了更多的合作，當(dāng)然最讓人興奮的 還是各項目組取得的成果。 豐碩成果帶給我們新的思維，我們開始策劃、設(shè)計 GEI 未來 3-5 年的實施戰(zhàn)略，提出對中國產(chǎn)業(yè)轉(zhuǎn)型、中國產(chǎn) 業(yè)“走出去”過程中西部生態(tài)脆弱地區(qū)和中國“一帶一路”國家生物多樣性地區(qū)的關(guān)注，考慮社區(qū)網(wǎng)絡(luò)的擴(kuò)展和區(qū) 域雙邊多邊平臺的建立，在網(wǎng)絡(luò)和其他平臺上繼續(xù)擴(kuò)大 GEI 成果和影響。 謝謝真誠指導(dǎo)、支持和幫助我們的伙伴和朋友，新的一年，我們將展現(xiàn)更多精彩！
