In 2009, the Global Environment Institute (GEI) celebrated its fifth birthday. Five years of experience and practice have further matured GEI. In 2009, gei continued to carry out in-depth research on the "comprehensive solution to environmental problems" method proposed by itself, found problems, analyzed problems, coordinated relations, proposed measures, formulated plans, implemented projects, and finally solved problems well, making new progress and breakthroughs in mechanism, technology and policy. In view of the environmental impact of Chinese enterprises in the process of overseas investment and development, we completed the Research Report on China's environmental protection policy in foreign investment and assistance in 2009, held a seminar attended by the government departments, prepared the environmental behavior guide for Chinese overseas enterprises, and submitted it to the relevant departments of the Chinese government. Then we began to steadily promote the formulation of relevant environmental policies of local governments of developing countries and environmental compensation demonstration projects of Chinese overseas enterprises, and gradually formed a comprehensive problem-solving framework of Chinese government policies, government policies of resource host countries and Chinese enterprise demonstration. In 2009, we carried out research on climate change from various aspects and levels. In terms of policy research, two policy research reports have been completed, namely, "promoting cooperation on clean energy development between China and the United States - Research on energy conservation and renewable energy policies in Guangdong and California" and "comparative study on energy efficiency policies and practices between China and the United States"; in terms of cooperation between China and the United States, the model of "Climate Action Plan" at the state level of the United States has been introduced to organize Chinese energy-saving enterprises The industry participated in the "California climate change summit" and successfully held a side meeting at the Copenhagen Climate Change Conference on the theme of "accelerating technology diffusion - the practice of Chinese NGOs". In 2009, we successfully extended the "floating cover" biogas technology to Shaoguan, Guangdong, Shangri La, Yunnan, Hongyuan, Sichuan and other high-altitude areas. In 2009, we built 309 new biogas digesters and repaired 103 damaged biogas digesters in Baoxing County, a post disaster reconstruction area of May 12 in Sichuan Province, which is also a giant panda reserve and our project site. We helped restore the local bee and rabbit breeding projects and protected the species "Chinese bee". In 2009, we completed the sustainable development policy capacity building project for decision makers of China's high-level government. Ten teachers from the Party School of the CPC Central Committee went abroad to participate in the training and completed the compilation of "teaching materials for environment and sustainable development of the Party School of the CPC Central Committee". At the same time, we have developed and promoted the "China Pudong Cadre Management College" training and trainer program. In 2009, through the "rural entrepreneurs" and "environmental entrepreneurship" training programs, we will pave the way for the future development of environmental friendly enterprises, green employment and entrepreneurship, and low-carbon economic development in the future. 2009 is a year of steady progress for GEI. 2009 年全球環(huán)境研究所（GEI）度過了自己“五周歲” 的生日，五年的經(jīng)歷和實踐使 GEI 進一步趨于成熟。 2009 年，GEI 繼續(xù)深入開展自己提出的“綜合性解 決環(huán)境問題”方法的研究，發(fā)現(xiàn)問題、分析問題、協(xié)調(diào)關(guān)系、 提出措施、制定方案、實施項目，最終很好地解決問題， 在機制、技術(shù)和政策等方面有了新的進步和突破。 針對中國企業(yè)在海外投資開發(fā)過程中的環(huán)境影響問 題，我們在 2009 年完成了《中國對外投資和援助中的環(huán) 境保護政策》的研究報告，召開了政府部門參加的研討會， 編寫了《中國海外企業(yè)環(huán)境行為指南》，并提交給了中國 政府相關(guān)部門。隨后我們開始穩(wěn)步推進開發(fā)國當?shù)卣?相關(guān)環(huán)境政策的制定和中國海外企業(yè)的環(huán)境補償示范項 目，正在逐步形成中國政府政策、資源所在國政府政策 和中國企業(yè)示范的綜合解決問題的框架。 2009 年，我們從多個方面和層次開展了對氣候變化 問題的研究。在政策研究方面，完成了兩個政策研究報告， 分別是“促進中美省州清潔能源發(fā)展合作——廣東省和加利福尼亞州節(jié)能與可再生能源政策研究”和“中美能 效政策與實踐對比研究”；在中美省州合作方面，引進了 美國州級“氣候行動方案”模型，組織中國節(jié)能企業(yè)參 與了“加州氣候變化峰會”，并在哥本哈根氣候變化大會 成功舉辦了主題為“加速技術(shù)擴散——中國 NGO 的實踐” 的邊會。 2009 年，我們成功地將“浮罩式”沼氣技術(shù)繼續(xù)推廣， 應用范圍已擴大到廣東韶關(guān)、云南香格里拉、四川紅原 等高海拔地區(qū)。 2009 年，我們在四川 5?12 災后重建區(qū)，同時也是 大熊貓保護區(qū)、我們的項目點寶興縣新建了沼氣池 309 口，維修了受損沼氣池 103 口，幫助恢復當?shù)氐酿B(yǎng)蜂、 養(yǎng)兔生計項目，并使物種“中華蜂”得到了保護。 2009 年，我們完成了中國高層政府決策者可持續(xù)發(fā) 展政策能力建設(shè)項目。10 名中央黨校教師出國參加了培 訓，完成了“中共中央黨校環(huán)境與可持續(xù)發(fā)展教材”的 編寫。與此同時，我們開發(fā)并推進了“中國浦東干部管理學院”培訓培訓者項目。 2009 年，我們通過“農(nóng)村企業(yè)家”和“環(huán)境創(chuàng)業(yè)” 培訓項目，為社會未來發(fā)展環(huán)境友好型企業(yè)和綠色就業(yè) 及創(chuàng)業(yè)問題，為未來社會的低碳經(jīng)濟發(fā)展，先行鋪路， 做好準備。 2009 年是 GEI 取得穩(wěn)定前進的一年，在此我感謝所 有關(guān)注 GEI 的志士同仁，和給予 GEI 支持的機構(gòu)和專家們。 2010 年 GEI 將會不斷加強自己的研究能力和力量，為實 現(xiàn)自己的目標繼續(xù)努力！
