2011 has been a great year for GEI. We have been making steady progress towards solving environmental problems with both market mechanisms and policy advocacy. Researching problems, designing solutions, initiating demonstrations, recommending policies and finding solutions on a large scale has become GEI’s standard approach. Notably, policy advocacy has become an important part of GEI’s work. Market mechanism and policy advocacy, as the two major pathways, have made our work more effective and have amplified our impacts. In 2011, we implemented the following project activities utilizing market mechanisms: Rural Energy Project: This project mainly focuses on promoting biomass stoves and repairing biogas digesters through carbon financing. We hope to employ carbon financing within the voluntary carbon markets to promote usage of biomass resources to replace fossil fuels in rural areas. LED Lighting Retrofitting: We hope to demonstrate the “Energy Management Contract” (EMC) mechanism with a hotel, which would not only reduce its electricity usage for lighting and related carbon emissions, but also cut its energy cost. We have completed a thorough study and analysis of the pros and cons of the EMC Model in LED retrofitting, which laid the groundwork to further promote and expand this market-oriented solution in the future. In terms of research and policy advocacy, we implemented the following project activities in 2011: The project to promote the “Conservation Concession Agreement” mechanism on a national level is developed from the previous “Conservation Concession Agreement” (CCA) demonstration project in Sichuan Baoxing Giant Panda Habitat, and aims to promote the CCA mechanism in the China’s Natural Forestry Protection Program. In 2012, we will further study the “Third Party Evaluation” methodology and facilitate its adoption in the conservation efforts on a national level. GEI is also employing the CCA Mechanism for Grassland Conservation through demonstration projects, and policy recommendations and promotion. Environmental and Social Sustainability of China’s Overseas Investments Project: In 2011, we continued to focus on China's investment in Southeast Asia and the environmental behaviors of Chinese enterprises in this area, especially in Myanmar. In 2012, we will continue to complete our research and analysis on current Chinese overseas investment, trade and development aid, while encouraging the government to roll out relevant policies to regulate Chinese overseas investment and Chinese enterprises’ environmental behaviors. Research and Demonstration of Methodologies for the Climate Action Plan (Low-Carbon Planning): In order to contribute to the efforts in realizing China’s greenhouse gas emission reduction targets, GEI introduced macroeconomic and microeconomic modeling tools from the U.S. for Climate Action Planning in China. We have been working with the Chinese Academy of Sciences to localize the models and conduct demonstration projects. Low Carbon Economy Capacity Building Programme with the Chinese Academy of Governance: Through the “train the trainers" model, we hope to improve the curriculum development and teaching skills of teachers and administrative staff at the Chinese Academy of Governance, in an effort to improve decision-makers’ capabilities to facilitate a low-carbon economy. Looking into the future, GEI has a long way to go. With globalization, there are many matters that await our research and study. Moving forward, we plan to work even harder to improve our research and problem-solving capabilities.
