The U.S. Department of Energy (DOE) proposes to award a financial assistance grant under the American Recovery and Reinvestment Act of 2009 to Brea Power II, LLC (formerly Ridgewood Renewable Power, LLC). The grant would facilitate modification and expansion of an existing landfill gas collection system and construction and operation of a combined cycle power generation facility at the Olinda Alpha Landfill in Brea, California. DOE’s proposed action in this environmental assessment is to provide a financial assistance grant under a cost-sharing arrangement in order to increase the use of landfill gas to generate power. The project would generate 280 kilowatt-hours of electricity annually, and save an estimated 2,216 trillion British thermal units annually from the landfill gas that would otherwise be flared. In compliance with the National Environmental Policy Act (NEPA) (42 U.S.C. Section 4321 et seq.) and DOE’s NEPA implementing regulations (10 CFR Part 1021) and procedures, this environmental assessment examines the potential environmental impacts of DOE’s proposed action, Brea Power’s proposed project, and the No-Action Alternative. The purpose of this environmental assessment (EA) is to inform DOE and the public of the potential environmental consequences of the proposed project and the alternatives.
