A revision to process safety management (PSM) and California Accidental Release Prevention regulations has been drafted that incorporates recommendations of the fnal report of the governor’s Interagency Working Group on Refnery Safety and key elements of the Contra Costa County industrial safety ordinance (ISO). Te proposed refnery PSM standard represents a signifcant change from the existing PSM standard contained in Title 8, Section 5189. It includes new management system elements, a more carefully defned hazard analysis process, and provisions to expand employee participation and employee access to reports and other information developed pursuant to the standard. It also requires damage mechanism reviews for each process used in refnery operations and a hierarchy-of-hazard-control analysis for a wide range of refnery operations, planning, and engineering. Tis regulatory approach has some similarity to the regulations that have been put into successful practice in the United Kingdom and Norway
