China's industrial energy consumption is still dominated by coal. The coal consumption of building materials industry accounts for 7.4% of the total coal consumption of the industrial sector;            

The coal consumption of cement industry accounts for 83.7% of that of building materials industry. Based on the principle of "big belt small", the total coal consumption control of cement industry is equivalent to the total coal consumption control of building materials industry;            

In order to implement the strategic action plan for energy development (2014-2020) issued by the State Council, this report has been prepared to implement the "saving priority strategy" and "green low carbon strategy" in the cement industry.

我國工業(yè)能源消耗仍然以煤炭為主，建材工業(yè)煤炭消耗占工 業(yè)部門煤炭消耗總量的 7.4 ％ ；

水泥工業(yè)煤炭消耗占建材工業(yè)的 83.7% ，本著抓大帶小的原 則，抓好水泥煤炭總量控制相當抓住了建材煤炭總量控制 ；

為落實國務院發(fā)布的《能源發(fā)展戰(zhàn)略行動計劃（ 2014-2020 ）》，在水泥行業(yè)貫徹實施 “ 節(jié)約優(yōu)先戰(zhàn)略 ” 和 “ 綠色低碳戰(zhàn) 略 ” 編寫了本報告 。
