資料簡介

燃煤發(fā)電面臨嚴(yán)峻的逆風(fēng)。尤其是，西方的一些政府以及環(huán)境組織和金融部門認(rèn)為，應(yīng)該限制使用或使用會(huì)產(chǎn)生二氧化碳排放量高的煤炭（這被認(rèn)為是全球變暖的原因），或者，在不久的將來，應(yīng)該禁止發(fā)展燃煤電廠和煤礦項(xiàng)目。在這種情況下，“無煤”運(yùn)動(dòng)不僅將擴(kuò)展到煤炭，而且還將擴(kuò)展到包括石油在內(nèi)的整個(gè)化石燃料工業(yè)。西方國家的金融機(jī)構(gòu)之間存在一種運(yùn)動(dòng)，尤其是避免為政府和私人燃煤電廠以及煤礦開發(fā)項(xiàng)目提供資金，因?yàn)樗鼈儽灰暈椤肮潭ㄙY產(chǎn)”投資，難以收回投資。

Coal-fired power faces stiff headwinds. In particular, some governments in the West, as well as environmental organizations and financial sectors, are of the opinion that the use of coal, which produces high levels of carbon dioxide emissions—thought to be the cause of global warming—should be restricted or, in the near future, the development of coal-fired power plants and coal mine projects should be prohibited. Circumstances are such that the “coal-free” movement is going to extend not only to coal, but the fossil fuel industry in general, including petroleum. There is a movement among financial institutions in the West, in particular, to refrain from financing both governmental and private coal-fired power plants and coal mine development projects because they are viewed as “stranded asset” investments for which investment recovery is difficult.
