在國(guó)有化之前，以前礦主在賈里亞和拉尼根這些煤田里開(kāi)采了200多輛礦車(chē)，造成了不科學(xué)的開(kāi)采，導(dǎo)致了沉陷和火災(zāi)問(wèn)題。多年來(lái)，生活在老齡化地區(qū)的人口增加了許多倍，盡管這些地區(qū)對(duì)于居住地來(lái)說(shuō)變得不安全。這是地方當(dāng)局宣布不安全的地區(qū)。棲息地有增無(wú)減。政府不時(shí)地處理沉降和火災(zāi)問(wèn)題。為此，1996年12月成立了一個(gè)高級(jí)委員會(huì)，由當(dāng)時(shí)的煤炭部秘書(shū)擔(dān)任主席，其他部門(mén)、煤炭公司和有關(guān)國(guó)家政府派代表全面處理這一問(wèn)題。

The problem ofsubsidence and fire are beingaddressed by the Goverment fromtime to time. In this regard a HighLevel Committee was set up inDecember, 1996 under theChairmanship of the then Secretary,Ministry of Coal with representativesfrom other Departments, Coalcompanies and the concerned StateGovernments to deal with theproblem in a comprehensive manner
