氣候變化框架公約締約國(guó)將于2000年11月13日至24日在荷蘭海牙舉行第6次會(huì)議(COP6)。在本次會(huì)議期間，締約方將結(jié)束關(guān)于第三次締約方會(huì)議通過(guò)的《京都議定書(shū)》未解決條款的談判。能源機(jī)構(gòu)秘書(shū)處請(qǐng)煤炭工業(yè)咨詢委員會(huì)(煤炭咨詢委員會(huì))就將辯論的主要問(wèn)題發(fā)表意見(jiàn)。本文闡述了這些觀點(diǎn)，這些觀點(diǎn)首先是提供給國(guó)際能源機(jī)構(gòu)的，更廣泛地說(shuō)，是提供給參加會(huì)議的國(guó)家的。

The Nations that are Parties to the Framework Convention on Climate Change are holding their 6th Conference (COP6) in The Hague, The Netherlands, on November 13th-24th, 2000. During this conference the Parties are scheduled to conclude their negotiations on the unresolved provisions of the Kyoto Protocol which was adopted at the 3rd Conference of the Parties. The IEA Secretariat invited the Coal Industry Advisory Board (CIAB) for its views on the major issues to be debated. This paper sets out these views, offered in the first place to the IEA and more generally to those taking part in the Conference.
