繼前兩次規(guī)劃審查的先例之后，2016年1月，美國(guó)內(nèi)政部長(zhǎng)宣布暫停新的煤炭租賃，公共土地支出完成全面審查。近90%的煤炭來自懷俄明州和蒙大拿州的粉河流域（PRB）的公共土地租賃。

Following the precedent from two previous programm aticreviews, in January 2016 the US Secretary of the Interior announced a moratoriumon new coalleasing onpublic land spending completion of a comprehensive review.Nearly 90% of coal produced from public land sis rom leases in the Powder RiverBasin(PRB)of Wyoming and Montana.
