我要傳達(dá)總統(tǒng)的制裁，要求將9,71,87,682盧比/（僅盧比九千萬盧比七千一百一十七萬八千六百八十二盧比）轉(zhuǎn)移至煤炭控制者組織，以向領(lǐng)航員先有aliottee，即M / s。煤炭控制人以2015年《煤礦（特殊規(guī)定）法》的規(guī)定為由Ardhagram煤礦的Soya Ispat Limited，以“付款專員”的身份擔(dān)任地質(zhì)報(bào)告費(fèi)用。聲明上述金額是按M / s存款的固定金額的一部分。 OCL鋼鐵有限公司，該煤礦的成功競標(biāo)者。 2.上述金額可以通過RTGS轉(zhuǎn)移到根據(jù)2015年《煤礦（特殊規(guī)定）法》第15條第（1）款被任命為“付款專員”的煤炭控制者組織的煤炭控制者的帳戶中就上述法案而言，依據(jù)的是煤炭部2015年7月15日第22/2 / 2014-ASO號命令（副本附于附件I）。 3.該帳戶的支出可記入總目8443.00.1.17.03,04,00。 4.經(jīng)煤炭部綜合財(cái)務(wù)司批準(zhǔn)，發(fā)行日期為03.10.2016的票據(jù)

I am to convey the sanction of the President to the transfer of a sum of Rs.9,71,87,682/- ( Rupees Nine crore Seventy One lakh Eighty Seven thousand Six hundred Eighty two only)to the Coal Controller's Organisation for disbursement to the leader prior aliottee, i.e. M/s. Soya Ispat Limited of Ardhagram coal mineunder the provisions of the Coal Mines (Special Provisions) Act, 2015 by the Coal Controller in his capacity as 'Commissioner of Payments' towards cost for Geological Report. It is stated that the above mentioned amount is a part of Fixed Amount deposited by M/s. OCL Iron and Steel Ltd.,the Successful Bidders of the said coal mine. 2. The aforesaid amount may be transferred through RTGS to the account of Coal Controller, Coal Controller's Organisation who has been appointed as `Commissioner of Payments' under the provisions of Section 15 (1) of the Coal Mines (Special Provisions) Act, 2015 for the purpose of the said Act vide Ministry of Coal's Order No. 22/2/2014-ASO dated 15th July, 2015 (copy enclosed as Annexure-I). 3. The expenditure on this account is debitable to the Head 8443.00.1.17.03,04,00. 4. This issues with the approval of Integrated Finance Division, Ministry of Coal vide Note dated 03.10.2016
